The Segura Basin District is located in the southeast of the Spanish territory with an approximate surface area of 18,870 km². Politically the basin affects four autonomous communities; almost the entire region of Murcia and lesser parts to the communities of Andalusia (counties of Jaén, Granada and Almería), Castilla la Mancha (county of Albacete) and Valencia (county of Alicante).

Autonomous communities in the Segura basin
The area of the basin is approximately 3.7% of the Spanish territory, having a population in 2008 of 1,944,690 inhabitants, almost 4.21% of the national total.

* This relation only considers the municipalities where the main population's nucleus is inside the basin (22 municipalities in Albacete, 28 in Alicante, 5 in Almería, 1 in Jaén and 45 in Murcia).
From a legal perspective the Confederación Hidrográfica del Segura has the competence over the inland surface and aquifer resources of the Segura basin. The CHS is a public organism depending on the Ministry of Environment. The main functions carried out are: the regulation of hydrological resources, administration of the hydraulic public domain, elaboration, monitoring, basin planning, as well as the construction and maintenance of hydraulic infrastructures.
The Spanish Constitution determines that the regulation of the public hydraulic domain in hydrographic basins in which more than one autonomous community intervenes, such is the case of the Segura basin, is competence of the National Administration.
Consequent of the aforementioned division of the basin between autonomous communities, certain activities intimately related with the use of the water, such as territorial planning, agriculture, fishing, forest management and the treatment of wastewater, are regulated by distinct laws. These elements are exclusively the jurisdiction of the autonomous community concerned. This multi-jurisdictional aspect in the uses of the water, far from being an inconvenience has become beneficial, since it leads to specific legislation that is more appropriate of the zone concerned.
As for the coastal waters in the Segura basin, there are three autonomous communities with littoral zones. Again multi-jurisdiction exists as a result of the Spanish Constitution that determines that the public marine domain should be regulated by the National and Regional Administration.
