The Confederación Hidrográfica del Segura river basin body is an autonomous body as set forth in Article 43.1.a) of Law 6/1997, of 14 April, on the Organization and Functioning of the Public Administration, attached for administrative purposes to the Ministry of Agriculture, Feed and Environment and whose basic functions are the following:

  1. The elaboration of the basin hydrological plan, as well as its monitoring and revision.
  2. The management and control of state-owned hydrological resources.
  3. The management and control of the uses of general interest or which affect more than one Autonomous Community.
  4. The project, construction and exploitation of the works carried out charged to the body’s own funds, and those that are commended to them by the State.
  5. Those deriving from the agreements with Autonomous Communities, Local Authorities and other public or private entities, or from those undersigned with individuals.

In order to perform the functions commended in paragraphs d) and e) of the previous section, the river basin bodies will be able to:

  1. Acquire by subscription or purchase, transfer and, in general, carry out any administrative acts regarding holding securities representing the capital of state enterprises that are formed for the construction, exploitation or implementation of public hydraulic works, or of commercial companies whose corporate purpose is the management of concession contracts for the construction and exploitation of hydraulic works, upon authorization from the Ministry of Finance.
  2. Sign collaboration agreements or take part in associations of companies and joint ventures whose corporate purpose corresponds to any of those mentioned above.
  3. Grant loans and, in general, grant credit to any of the entities referred to in paragraphs a) and b).
