What is it?


Directive 2000/60/EC of the European Parliament and the Council of 23 October 2000 establishes a framework for Community action in the field of water policy. This directive, called Water Framework Directive (WFD Water Framework Directive), introduces a new perspective regarding water policies for the Member States (MS) of the European Union (EU).

The Water Framework Directive is probably the most ambitious and complex of all European regulations related with the environment. Both its focus, considering as a whole inland surface waters and groundwaters, transitional and coastal, and its objectives which focus on attaining good water status, protecting the ecosystems that depend on it, mean a radical change in the European legislation existing up until now.

The Directive establishes the river basin district as the unit for managing water resources. This unit must be basically defined in accordance with the natural limits of the river basins that must prevail over the existence of any other possible administrative divisions. It also establishes the need for hydrological plans, economic analyses of the use of water, etc., which are all important innovations in the field of Community regulations.

The final text of the Directive was published on 22 December 2000. From that moment the Member States had to transpose the WFD Water Framework Directive into their own legal systems, having a term of 3 years to do so.

The legal implementation of the WFD Water Framework Directive in Spanish legislation took place on 30 December 2003 through Article 129 Law 62/2003, of fiscal, administrative and social measures, which amends the rewritten text of the Water Act, approved by Royal Legislative Decree 1/2001, of 20 July. This reform complies with the creation of river basin masses, including the monitoring of inland waterways, coastal and transitional waters.
