Management bodies

Body chaired by the president of the Confederation and made up of users who are members of the Exploitation Boards. Coordinates the exploitation of hydraulic works and water resources in the Basin.

The Users Assembly, made up of all those users who are part of the Exploitation Boards, aims to coordinate the exploitation of hydraulic works and water resources throughout the basin, without prejudice to the concession regime and rights of users.

The Exploitation Boards are intended to coordinate, respecting the rights derived from the corresponding concessions and authorizations, the exploitation of hydraulic works and water resources of that group of rivers, river, river section or hydrogeological unit whose uses are especially interrelated. The proposals made by the Exploitation Boards in the scope of their powers will be transferred, for the purposes provided in article 30.1 of the Consolidated Text of the Water Law, Royal decree law 1/2001, to the President of the basin organization.

They will be part of the Exploitation Boards:

• The Technical Director, who will hold his presidency.
• The members of the Basin Organization that are designated for this purpose by the President, who will attend with voice but without vote.
• The representatives of the affected users, who may be accompanied by a maximum of two advisers on the matters to be dealt with on the agenda. In any case, the voice and vote will correspond exclusively to the Representative Members.
• A representative from each of the Ministries of Agriculture, Fisheries and Food and Industry and Energy may attend the meetings of the Exploitation Boards, as advisers with voice but without vote.
• An official appointed by the Technical Director will act as Secretary of each Exploitation Board.

The Exploitation Boards are:

- La Cierva reservoir exploitation board

Municipalities affected:

- In the province of Murcia: Mula, Pliego, Campos del Río and Albudeite

- Las Vegas del Segura Exploitation Board

Municipalities affected:

- In the province of Albacete: Hellín.

- In the province of Alicante: Albatera, Algorfa, Alicante, Almoradí, Benejuzar, Benferri, Benijofar, Bigastro, Callosa del Segura, Campello, Catral, Cox Crevillente, Daya Nueva, Daya Vieja, Dolores, Elche, Formentera, Granja de Rocamora, Guardamar, Jacarilla, Montesinos, Muchamiel, Orihuela, Redován, Rojales, San Fulgencio, San Juan, San Miguel de Salinas, Santa Pola.

- In the province of Murcia: Abarán, Alcantarilla, Alguazas, Archena, Beniel, Blanca, Calasparra, Cartagena, Ceutí, Cieza, Fuente Alamo, Las Torres de Cotillas, Lorca, Lorquí, Molina de Segura, Moratalla, Mula, Murcia, Ojós, Ricote, San Javier, San Pedro del Pinatar, Santomera, Torre Pacheco, Ulea, Villanueva del Segura.

- Argos Reservoir Exploitation Board

Municipalities affected:

- In the province of Murcia: Calasparra, Cehegín

- Lorca irrigation exploitation board (Guadalentín river):

- In the province of Murcia: Lorca

The Governing Board, at the request of future users of an already approved work, may constitute the corresponding Works Board, in which such users will participate, in the manner determined by regulation, so that they are directly informed of the development and incidents of said work.

The functions of the Boards of Works will be exercised during the period of execution of the works until their liquidation, at which time it will be dissolved.

The Works Boards will be made up of:

• The Technical Director, who will act as President.
• The Head of the corresponding Area or Department.
• The staff of the Basin Organization in charge of the management of the works.
• A variable number of representatives of the users, so that they integrate the interests of the different uses, both present and planned.
• An official of the Basin Organization appointed by the Technical Director will act as Secretary of the Board of Works.

It is the responsibility of the Drainage Commission to deliberate and formulate proposals to the President of the organization on the adequate regime for filling and emptying the reservoirs and aquifers of the basin, taking into account the concession rights of the different users. Its composition and operation will be regulated according to the criteria of adequate representation of the affected interests.

They will be part of the Commission:

• The President of the C.H.S.
• They will be born vowels

  • the Technical Director
  • the Operations Manager, who will act as Secretary
  • a representative of the Ministry of Agriculture, Fisheries and Food
  • a representative of the Ministry of Industry and Energy
  • a representative of «Red Eléctrica Española, Sociedad Anónima»
• The representatives of the users will be appointed by the Governing Board at the proposal of the Users Assembly.

In cases of floods or other exceptional circumstances, the President of the Agency, the Water Commissioner, the Technical Director and the Head of Operations will automatically become the Permanent Committee.

This Permanent Committee may adopt the measures it deems appropriate, including extraordinary reservoirs and discharges.

The Permanent Committee will be an information and advisory body for the competent authorities in matters of civil protection in flood emergencies.
