Conclusion of the Public Consultation Process: Mapping of Preferential Flow Zones (ARPSIs 9, 11, 12, 16 and 19)

This announcement marks the end of the public consultation period regarding the revision and definition of the mapping of Preferential Flow Zones (PFZs) in various sections of Areas of High Risk of Flooding (ARPS) 9, 11, 12, 16, and 19 within the Segura River Basin District. This process, initiated following the announcement in the Official State Gazette (BOE) on March 20, 2025, has allowed for the collection of input from citizens and other public administrations.

The main objective of this process has been to rectify the omissions identified during the public information phase of June 2022 for ARPPS 9, 11, 12, and 16. At that time, certain preferential flow areas were not made available for public comment and, consequently, could not be incorporated into the National Flood Zone Mapping System (SNCZI).

Additionally, the definition and characterization of the Preferential Flow Zone in the Vega Baja (ARPSI 19) has been submitted for public consultation, thus allowing these zones to be integrated into the National System of Preferential Flow Zones (SNCZI).

Finally, it is reported that, in accordance with Article 10.2 of Royal Decree 903/2010, the mapping was submitted to the Committee of Competent Authorities of the Segura River Basin District for review at a meeting held on March 16, 2026. Furthermore, in accordance with Article 14.ter of the Royal Decree on Public Water Resources (RDPH), regarding mapping associated with other watercourses (not located in ARPSI zones), the president approved the file on March 31, 2026.

The detailed document with the responses to all the comments submitted during the public consultation process can be accessed below.
