CONCLUSION OF THE PUBLIC CONSULTATION PROCESS FOR THE HAZARD MAPS AND FLOOD RISK MAPS OF THE SEGURA HYDROGRAPHIC DEMARCATION. (3RD CYCLE)

According to article 21.2 of Royal Decree 903/2010, Flood hazard maps and flood risk maps for sections located in areas of significant potential flood risk (ARPSI) will be reviewed and, if necessary, updated no later than December 22, 2019, and subsequently every six years.

Furthermore, in accordance with Article 10.2 of Royal Decree 903/2010, the flood hazard and risk maps will be subject to public consultation for a minimum period of three months. Once the comments have been analyzed, they will be submitted to the Committee of Competent Authorities or equivalent body in the intra-community river basins for a report and subsequently sent to the Ministry of the Environment, and Rural and Marine Affairs.

Likewise, in accordance with Article 14 ter.2. Pursuant to Royal Decree 665/2023, of July 18, which amends the Regulations on the Public Water Domain, the mapping of flood zones and preferential flow zones prepared by the Confederation, associated with other watercourses (not located in ARPSI zones), for the purpose of protecting the public water domain and improving the safety of persons and property, must be submitted to public consultation for three months for its integration into the National Flood Zone Mapping System.

To this end, and in accordance with Article 10 of the Royal Decree 903/2010 And in accordance with Article 14 ter of the Regulations on Public Water Domain, the documentation for the review and update of the flood hazard maps and flood risk maps for the ARPSI sections, as well as the flood zone maps for other sections of interest within the Segura River Basin District, has been made available on this website for a period of three months. The public consultation process began with the publication of the corresponding announcement in the Official State Gazette (Official State Gazette no. 183 of July 31, 2025).

Once the observations and allegations submitted have been examined, the following files are made available to you, which include the consolidated document and the annex responding to the allegations:

Annex 5 details the allegations submitted and how they were considered in the public consultation. Its appendix identifies the complainants by name—using their national identity card number or company name and registration number—and expressly indicates the allegation number assigned to each.

Finally, it is reported that, in accordance with Article 10.2 of Royal Decree 903/2010, the third-cycle Flood Hazard and Risk Maps were reviewed by the Committee of Competent Authorities of the Segura River Basin District at a meeting held on March 16, 2026. Furthermore, in accordance with article 14.ter of the RDPH, regarding the mapping of flood zones and the preferential flow zone associated with other channels (not located in ARPSI zones), the president has approved the file on March 31, 2026.
