In the BOE of September 17, 2024, the opening of an additional period of hearing and public information of the Proposed project for review of the Special Drought Plan, along with its corresponding Strategic Environmental Study related to, among others, this Segura Hydrographic Demarcation.
This new additional period is due to the fact that, during the processing of the project to review the Special Drought Plan, the General Directorate of Quality and Environmental Assessment, by Resolution of December 14, 2023, issued a joint strategic environmental report on the review of these plans, resolving that they should be subject to an ordinary and non-simplified strategic environmental assessment procedure, as they had initially been processed.
To this end, the Segura Hydrographic Confederation, O.A. has prepared the corresponding Strategic Environmental Study and has carried out the necessary modifications in the Project Proposal to review the Special Drought Plan for this district.

In accordance with article 7.2 of Law 27/2006, of July 18, regulating the rights of access to information, public participation and access to justice in environmental matters, and article 21 of Law 21/2013, of December 9, on environmental assessment, the General Directorate of Water of the Ministry for the Ecological Transition and the Demographic Challenge has announced in the BOE the opening of an additional period of public hearing and information of the documents of the referred plan andits corresponding Strategic Environmental Study. This additional period will last forty-five (45) business days, starting from the day following the publication of the announcement in the BOE.
Within this period, contributions may be made and as many observations and suggestions as deemed appropriate may be formulated, addressed to the river basin authority, whose electronic and postal addresses are indicated below:

2.2.- Participation and dissemination day of the new review of the Special Drought Plan in the Segura Hydrographic Demarcation
On October 16, 2024, a day of participation and dissemination of the new review of the Special Drought Plan was held in the CAJAMAR Assembly Hall, located in Plaza Julián Romea, No. 4 with the aim of disseminating the basic aspects and main changes of the new proposal to revise the plan and encourage the participation of the general public during the public information period.
This day has also been broadcast electronically through the Microsoft Teams application to facilitate monitoring.
A total of 96 people attended the event, 52 in person and 44 electronically, who were able to participate both in the same session, those who attended in person, as well as through chat or email, those who have followed her electronically.

In the BOE of March 30, 2023 the General Directorate of Water has begun the public hearing and information period for the corresponding "Project Proposal for the revision of the Special Drought Plan" and "Strategic Environmental Document" documents to the Western Cantabrian, Guadalquivir, Ceuta, Melilla, Segura and Júcar river basin districts, and to the Spanish part of the Eastern Cantabrian river basin districts within the scope of the State, Miño-Sil, Duero, Tagus, Guadiana, and Ebro.

For such purposes, the documents corresponding to the Segura hydrographic demarcation may be consulted for three (3) months, counting from the day following the publication of this announcement, on this website. Within this period, contributions may be made and as many observations and suggestions as are deemed appropriate addressed to this basin organization.

In accordance with Regulation (EU) 2016/679 of the European Parliament and of the Council, of April 27, 2016, and Organic Law 3/2018, of December 5, on the protection of personal data and guarantee of digital rights, to the extent that the documents of proposals, observations and suggestions submitted by the various interested parties contain personal data, will be processed by this hydrographic confederation and may be transferred to the rest of the Public Administration bodies with competence in the matter in order to guarantee the consultation of the aforementioned documents. Whoever participates in this process may exercise the rights of access, rectification, cancellation, opposition, portability and limitation of their data, by contacting this basin organization.
During this public information period, the possibility of filling out a Survey related to the Special Drought Plans and other aspects related to drought planning and management is offered. This survey will be available until June 30 at the following link:
1.1.- Public day of presentation of the revision of the Special Drought Plans at the headquarters of the Ministry
On the other hand, on April 13, a public conference was held to present the revision of the Special Drought Plans of all the inter-community demarcations in the Assembly Hall of the Ministry for the Ecological Transition and the Demographic Challenge. Most of the development of the day (except, due to some technical problems, the first minutes of its development) can be seen through the department's YouTube Channel. Likewise, the presentation made at the Conference by the General Subdirector of Hydrological Planning, Víctor Arqued, on the new Special Drought Plans is facilitated.
1.2.- Conference on participation and dissemination of the review of the Special Drought Plan in the Segura Hydrographic Demarcation
On May 22, 2023, a day of participation and dissemination of the Special Drought Plan was held in the Assembly Hall of the Chamber of Commerce, Industry and Navigation of Murcia, located in Plaza San Bartolomé, nº 3 with the objective of to disseminate the main aspects of the aforementioned plan revision proposal and encourage the participation of the general public during the public information period.
Said day has also been broadcast electronically through the Microsoft Teams application to facilitate its monitoring.
A total of 70 people have attended the conference, 46 in person and 24 online, who have been able to participate in these conferences both in the same session those who have attended in person, and those who have followed telematically through email.

1.3.- Technical table for updating the information of the Urban Supply Emergency Plans
On May 24, 2023, a Technical Roundtable was held to update the information on the Urban Supply Emergency Plans in the Cajamar Assembly Hall, located at Plaza Julián Romea, 4 in Murcia.
The objective of the meeting, which is intended for the group of 25 responsible entities (24 Town Halls and the Commonwealth of the Taibilla Canals), is to collect and update the information contained in the CHS in relation to the status of processing of their Emergency Supply Plan, and to inform them of the forecasts contained in the draft revision of the Special Drought Plan, on the day of the Technical Roundtable in public consultation.
The assistants have been able to participate in the session raising the questions that were of their interest.
